Civic participation projects support local initiatives whose purpose is to engender a sense of community, reduce inter-ethnic tensions, and involve community populations in their own governance. These projects expand citizen participation in public dialogue and decision-making; increase services to community members; promote the return as well as the integration of refugees; encourage participation by and services for women and minorities; address the health needs of the elderly; and promote opportunities for youth.
