Establishing and Equiping Citizens Assistance Center in Veliko Gradiste

Problem

The municipality of Veliko Gradiste has experienced difficulty in establishing a positive relationship between citizens and local government, due primarily to the inefficient municipal administration and dearth of computer equipment. Among the more salient problems, municipal services to the population were inadequate and frustratingly complicated; disorganized information flow within the municipality government hampered coordination of policy and service delivery; department heads and communal enterprise managers rarely provided public information to the media; local government response time to citizen requests was unsatisfactory; and procedures for monitoring the response to those requests were inadequate.

Solution

A Citizens’ Assistance Center (CAC) was established in Veliko Gradiste’s town center by remodeling the municipal building to locate services on one floor and equipping it with technical equipment according to needs. Three 3 rural MZ offices also received computer equipment and were prepared to be connected with the central information and service providing system.

Impact

Establishing the CAC with three field branches significantly improves the functioning and efficiency of local government in Veliko Gradiste municipality. Computerized administration allows citizens to obtain services such as business licenses, construction permits, and social care more quickly, accurately, and easily. Such a system also improves the flow of information between the municipal authorities and the public sector, which represents a significant step towards improving citizen-local government interaction. Removing the old-fashioned counters with barriers thereby enables face to face communication between clerks and clients. Equipping these facilities also creates the possibility for networking the branch offices to the municipal center, which further eases citizens’ access to services by allowing requests to be made in the community and forwarded to the central CAC when necessary.
